Matthew F. Hiser

Matthew F. Hiser joined Thrun Law Firm in 2008. He has worked in the municipal finance industry since 1991, both as a bond attorney and as an investment banker. Matt received a Bachelor of Arts degree in Political Science from Miami University in Oxford, Ohio in 1988 and a Juris Doctor degree from The University of Toledo College of Law in 1991. He focuses his practice on the areas of public finance law, elections law and securities law.

Matt serves as bond counsel to Michigan municipal issuers in connection with bonds issued to finance capital improvements and to refinance previously issued bonds, as well as in connection with equipment financings. He has served as bond counsel on hundreds of voted and non-voted bond issues for Michigan municipalities and has regularly assisted Michigan school districts in applying to issue their bonds through the Michigan School Bond Qualification and Loan Program. He has also completed a multitude of installment purchase and lease purchase financings for various types of property, ranging from school buses and technology equipment to street sweepers and sewer vactor trucks.

Matt serves as note counsel to Michigan school districts in connection with working capital financings. He has completed hundreds of state aid anticipation note and tax anticipation note financings for clients in need of borrowing for projected short-term operating deficits. He has also worked with several clients that entered into lines of credit for purposes of financing their operating expenditures.

Matt serves as elections counsel to Michigan school districts in connection with regular elections for board of education members and special elections for bond and millage proposals. He regularly assists clients in all phases of the bond and millage election process, including, among other things, preparing the election calendar, the resolution calling for the election, and the ballot proposal language to be considered by the voters. He advises clients on all matters related to Michigan election and campaign finance laws. In addition, he routinely answers client questions regarding property valuations and the levy and collection of property taxes.

Matt also serves as underwriter's counsel to several investment banking firms in connection with voted school building and site bond issues and refunding bond issues.

Matt is a member of the State Bar of Michigan, the Michigan Council of School Attorneys, the National Association of Bond Lawyers, and the Oakland County Bar Association.

Matt resides in Wixom with his wife and two daughters. In his spare time, he enjoys spending time with friends and family, exercising, and watching college football.
